Aliyu Muktar Betera, listed in most published records as Muktar Aliyu Betara, represents Biu/Bayo/Shani/Kwaya Kusar federal constituency of Borno State in the 10th House of Representatives on the All Progressives Congress platform. He was returned for a fifth consecutive term at the February 2023 general election, having first entered the House in 2007.
A trained accountant, Betera holds an OND in business administration (1986) and an HND in accounting and business administration (1992) from Ramat Polytechnic, Maiduguri. He worked as an accountant on a Presidency food and infrastructure programme and later reached managerial rank at Nigerian Telecommunications Limited before retiring in 2006 for politics. He was first elected on the All Nigeria Peoples Party ticket and later moved to the APC. In the 9th Assembly he chaired the House Committee on Appropriations, whose work accompanied the return of the federal budget to a January-December cycle. He contested the speakership of the 10th Assembly in 2023, drawing endorsements from northern support groups before the seat went elsewhere.
As of August 2026 Betera remains the member for Biu/Bayo/Shani/Kwaya Kusar.
