James Shuaibu Barka represents Hong/Gombi Federal Constituency of Adamawa State in the House of Representatives on the platform of the Peoples Democratic Party (PDP). He won the seat at the 2023 general election and was sworn in with the 10th National Assembly on 13 June 2023.
Barka was Speaker of the Adamawa State House of Assembly, elected from the Hong constituency, and served as Acting Governor of Adamawa State from 26 February to 29 April 2008 after the nullification of Murtala Nyako's election, handing power back to Nyako when he won the re-run. He later moved from the PDP to the APC, publicly said in October 2020 that he regretted the switch, and returned to the PDP, taking its Hong/Gombi House ticket in May 2022 after withdrawing from a Senate race.
As of August 2026, Barka remains the member for Hong/Gombi.
