Born 16 December 1989, Shagaya was educated at Adesoye College, Offa, and in Ireland and the United Kingdom, and holds a bachelor's degree in international relations from the University of Plymouth and a master's degree in international development and development management from the University of Manchester. He worked at the Infrastructure Bank, as a business development manager at Karmod Nigeria, as an energy executive at the Rural Electrification Agency, and as an executive director at Asolar Systems Nigeria Limited.
