On 17 September 2025, President Bola Ahmed Tinubu announced that the state of emergency in Rivers State would end at midnight. He had declared it on 18 March 2025 under Section 305 of the 1999 Constitution, suspending Governor Siminalayi Fubara, Deputy Governor Ngozi Odu and the State House of Assembly for six months. Vice Admiral Ibok-Ete Ekwe Ibas ran the state as sole administrator in that period. Fubara, Odu and the lawmakers led by Speaker Martins Amaewhule resumed work on 18 September 2025. The emergency followed a feud between Fubara and 27 Assembly members that left him unable to present a budget. More than 40 lawsuits challenged the proclamation.
