Richest States in Nigeria: FAAC Allocations and IGR Ranked

Delta State received the highest federal (FAAC) allocation in 2025₦649.67 billion net, thanks largely to the 13% oil derivation. Lagos State was allocated the most before deductions (₦706.90 billion gross). But by the money a state raises itself, Lagos State is Nigeria's richest by far, with an internally generated revenue of ₦1.26 trillion in 2024 — more than the next five states combined. Below, all 36 states are ranked on both measures. The Federal Capital Territory (Abuja) is not a state and is excluded from the rankings.

What is FAAC?
FAAC is the Federation Account Allocation Committee. It meets monthly to share federally collected revenue — oil and gas income, company income tax, customs duties, VAT and the electronic money transfer levy — among the federal government, the 36 states and the 774 local governments, using a formula that includes a 13% derivation bonus for oil-producing states.
Why do Delta, Rivers, Akwa Ibom and Bayelsa receive the biggest allocations?
Because of the 13% derivation principle in the constitution: oil- and gas-producing states receive an extra 13% of the revenue derived from their territory before the rest is shared. That is why Delta, Rivers, Akwa Ibom and Bayelsa — all major oil producers — sit in the top five net receivers for 2025 despite their relatively small populations.
